Special City Council Meeting Monday

The City Council is meeting to discuss goal setting Monday night.  I am asking the Council to select top ten items facing City to craft into goals.  See my staff report here (PDF) with a laundry list of issues I think the Council should consider, albeit not a definitive list.  What do you think should be the Council's top ten goals??
