Snow Emergency in Effect Friday January 8, 2010

The City of Evanston has declared a Snow Emergency between 8 a.m. and 6 p.m. for Friday January 8, 2010. Snow Emergencies apply to streets with parking on both sides which are not posted as Snow Routes.

Parking is NOT allowed on the even-numbered sides of the street on Friday January 8, 2010; vehicles must be parked on the odd number sides of the streets.
The City’s emergency sirens will sound at 7:15 a.m. and 12:15 p.m. on Snow Emergency Days to notify residents of the snow regulation in effect.
 
Cars parked illegally during Snow Emergencies are subject to a $35 ticket and a towing fine of $100.
 
When community members move their cars to nearby side streets, they are reminded to follow the snow clearing regulations for that side street.

Most streets with parking on one side only now have permanent “ODD date” or “EVEN date” signs that allow them to be plowed during snow emergencies.

When was this snow emergency declared? I work at a hospital and as a result work odd hours. I got home and went to bed last night at around 1:15am and before I went to bed I phoned the Evanston snow hotline and at that time there was only a Snow Route parking ban not a Snow Emergency declared. Well I was parked on an even side snow emergency street and didn't wake up until 10am. I sleep with a humidifier in my room and slept right through any sirens that went off this morning. As soon as I got up I checked the snow hotline again and sure enough there is a Snow Emergency. Luckily I was able to move my car before it was ticketed or even towed.

Last winter I remember most Snow Emergencies being declared the night before they took place the next morning. It would be a lot of help to those of us who work odd hours if it were to happen like that again. Some of us don't work the regular 9-5 job and don't move our cars to go to work every morning before 8am. Sure, common sense says I probably should have parked on the odd side of the street, but the only reason I didn't was because I was used to the snow emergencies being declared further in advance. And to be fair, it was this seasons biggest snowstorm thus far so you had to have known the night before you were 99% sure you were going to declare a snow emergency. So please try to announce the snow emergencies the night before.

PS: I must not have been the only one used to the snow emergencies being declared the night before because there are at least a dozen other cars are on each one of the streets surrounding my block, and they are all on the even side of the road. I hope those poor souls aren't ticketed or towed before they realize what happened.

Thanks for the comment. The often have been declared the night before. Unfortunately, we had more snow overnight than expected. The choice was to celare the emergency for today (Friday) or wait until Saturday. Had we waited until Saturday, some streets would not have been plowed until Sunday. The Interim Public Works Director and I discussed this this morning around 6:15 AM and decided to declare the emergency this morning so that we could complete the plowing by Saturday. Apologize for the inconvenience, but decided this way was the best way to serve the entire community.

The Snow Emergency declaration on the City web site Thursday afternoon was the 2" variety. I moved my two vehicles at 3AM Friday morning, simply for the sake of more effective plowing, so I did not get a ticket. I would have been quite ticked off if I had NOT moved my vehicles, knowing that it was not required based on the official city 2" declaration, and ended up being ticketed and towed because of the very late 4" declaration.

There needs to be a specific deadline for the city to make a 4" declaration, if the city expects us to pay the ticket and towing fee. Otherwise, it is like a "bait & switch" situation. Tell us one thing, then hit us with another costly one at the last minute.
