Newsy Items on Monday and Tuesday City Council Agendas
This week is a strange schedule for the Council.
Monday is a special meeting starting at 7:30 PM. Two items on the agenda. First is a discussion of water and sewer issues. Staff will present a Powerpoint presentation to walk through the various issues facing both sewer and water. Both need more money. Sewer because of the substantial debt it has to pay off on capital projects. Water to help fund additional capital projects. We are going to propose a variety of strategies to deal with both on Monday night and get some initial feedback. Once we get the initial feedback, we will do some more work and be back to discuss some more in a few weeks (probably second meeting in May) and hopefully move to some decisions on rate adjustments and perhaps increases to property taxes to address all this. The plan now would be to have any adjustments take place on January 1, 2011. The goal is to have discussions and decisions done before (gulp!) we start budget deliberations for FY 2011. A copy of the presentation will be posted on-line no later than Tuesday morning.
The other item on Monday night is discussion of program evaluations of the Parks, Recreation and Community Services Department. I think it is important to evaluate the effectiveness of every department on a regular basis. I am proposing we start with Parks.
Tuesday is the regular meeting with regular schedule because of annual Township of Evanston meeting. Headline item here is update on the Climate Action Plan and request to move forward with Request for Information from firms that would wish to partner with us on an offshore wind energy facility in Lake Michigan. Lots of good information in staff report (PDF). This is Citizens for a Greener Evanston’s #1 priority project for the Climate Action Plan, so staff felt it was important to take next steps to move it forward.

Wind power is a good source of electricity but it also takes up lots of space just like solar power plants.,;.

What led to the short-falls in water/sewer and what alternatives have been considered?
