1. Why the disproportionate debt service? Were there not 'better times' to do something about it?
2. Won't more debt and consistent rate increases discourage businesses and
residents from either staying in or locating in the City (a possible reason for the decline in usage)?
3. Why all the studies and where did it get the City?
4. You mean to tell me that all the condos' led to decreased usage and less revenue?
(Oops - maybe less density would have been preferrable in more ways than one?!)
