Facebook: New Local Traffic Cops

Interesting article in today's New York Times on how traffic officers in India are using Facebook to help catch drivers violating traffic laws.

So in Evanston, if you text to Facebook to report someone speeding while you are driving, would your use of the phone while driving still be illegal??
