Comments: Ald. did not approve the payment to LANDSCAPE CONCEPTS MANAGEMENT in the amount of $785.75. The invoice covers weekly maintenance tasks for the streetscape, including watering, weeding, litter removal, trimming, and tree grate weed/debris cleanup. The Ald. stated that this work was not performed satisfactorily.

Comments: After learning that the Village of Skokie eliminated regular yard waste collection services, Ald. requested that staff provide additional information about how other communities are dealing with yard waste. Ald. requested that staff look at alternative solutions to yard waste pick up as well as to consider reducing the contract from five years to two. Staff indicated that there may be price implications to reducing the contract.

(A3.10) Approval of Contract Award for Citywide Bus Shelter Program (RFP 10-107)

Comments: Ald. stated that proposed bus shelters located in historic districts would need to appear before the preservation commission for review. Ald. expressed interest in solar lighting which is not included in the current contract but may be negotiated in the future. Ald. requested the opportunity to provide significant input in deciding the location of the bus shelters.
(A4) Approval of 2009-10 Audited Comprehensive Annual Financial Report
Action: PASS
Comments: Ald. requested that staff allow more time to review a document before discussion. Ald. will discuss the Annual Financial Report in detail at a future council meeting (Oct. 11th or Oct 26th).
(A5) Ordinance 50-O-10, Amending the Code to Add Subsection 1-17-1(D) "Minority, Women and Evanston Business Enterprise (M/W/EBE) Goals
Action: PASS
Comments: Ald. expressed concern that the M/W/EBE should be integrated with the City's larger economic development strategy. Staff indicated that there would be more coordination going forward between business development and the economic development teams. Ald. requested that staff prepare an ordinance amendment to reduce the M/W/EBE participation threshold to projects over $250,000 from the previous threshold of $500,000.
PLANNING & DEVELOPMENT
(P1) Major Variance Request for Open Front Yard Parking Space at 1408 Dempster Street
Action: HELD IN COMMITTEE
Comments: Ald. indicated that the request will be held in committee at the request of the applicant. The request will go to the Zoning Committee of the Plan Commission. Ald. expressed concern about home businesses use of limited parking in neighborhoods.
(P2) Ordinance 70-O-10 Requiring Notice to Affected Neighbors of Proposed Cellular Antenna Installations
Action: PASS AS AMENDED
Comments: Ald. proposed to amend the ordinance to require the applicant to provide the notice to affected neighbors. The City will not be required to notify the neighbors.
(P3) Ordinance 68-O-10 Granting a Major Variation Relating to Building Height
to Permit Construction of a Multi-Family Residence Located at 910 Hinman Ave
Action: PASS
HUMAN SERVICES
(H1) Ordinance 23-O-10 Amending Various Sections of Title 9, "Public Safety," Chapter 4, "Dogs, Cats, Animals, and Fowl," of the City Code
Action: PASS AS AMENDED (6-3)
Comments: Ald. proposed several amendments including that the fine for violating the ordinance be increased from $10 to $50 and that a license be revoked after three violations of the ordinance.
