(SP1) FY 2011 Capital Improvement Plan of the City of Evanston
HELD FOR ACTION UNTIL FEBRUARY 14TH, 2011
The City Council decided to hold the CIP until staff responded to several additional questions. The City Manager recommended that the City Council consider reducing the amount of new CIP projects by approximately 1 million dollars.

Ald. questioned whether it was necessary to treat Evanston water with fluoride. Staff responded that Illinois State law requires fluoride in the treatment of water and that more information about water treatment will be presented on January 24th at the water plant.

The City Manager proposed an amendment regarding the effective date of the proposed ordinance be changed to December 31, 2010. The reason for this change is to be able to provide a pro-rated fee to a vendor who applied for a license in October 2010.

Ald. discussed whether the Human Relations Commission had been given adequate notice of the changes to their duties and responsibilities. The City Manager clarified that the changes were recommended by the Rules Committee in May 2010 and had been discussed at the Human Relations Commission multiple times.

Public Comment:
A resident expressed concern over increases in residential water rates.
A resident expressed concern that the CIP of the City of Evanston included a number of replacements and repairs that did not seem to be long-term capital improvements but short term fixes.
A resident expressed concern over the increase in property taxes and income taxes that may come as a result of the state and local budget deficits.
