COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

Each year, the City of Evanston receives approximately $2 million in federal Community Development Block Grant (CDBG) funds as an entitlement community of the U.S. Department of Housing and Urban Development (HUD). Evanston uses its CDBG funds to further its community development objectives, focusing on low- and moderate-income individuals, families and neighborhoods to:

Provide decent housing
Provide a suitable living environment
Expand economic opportunities

The Housing & Community Development Act Committee oversees the CDBG program and provides recommendations to the City Council on the use and appropriation of CDBG funds. Citizen involvement in the planning and use of CDBG funds is encouraged and all meetings relating to the City’s CDBG program listed below are open to the public. For meeting times and room numbers, please refer to the City calendar of events.

The Housing & Community Development Act Committee will hold a Public Hearing to receive Citizen Comment on the City of Evanston’s CAPER (Consolidated Plan Annual Performance and Evaluation Report) for fiscal year 2007/08 and to get citizen input on needs in the community for planning purposes for the 2009/10 CDBG year.

The CAPER is an annual report that is submitted to the U.S. Department of Housing and Urban Development (HUD) and discusses Evanston’s accomplishments during fiscal year 2007/08 in meeting its community development goals using federal grant funds provided to the City of Evanston through HUD’s Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) programs. All interested persons are encouraged to attend.

Here is the first draft of Evanston’s fiscal year 2007/08 CAPER. Copies may be reviewed at the Community Development Department’s Planning Division office, Room 3900 of the Evanston Civic Center.

The public hearing is part of the 15-day comment period, which runs from May 15-29, 2008. Citizen comments will also be accepted in writing at the Community Development Department/Planning Division office, Room 3900, Evanston Civic Center, 2100 Ridge Avenue, Evanston, Illinois, 60201 and by email at cdbg@cityofevanston.org.

1/7/08: City Council review of proposed budget and One-Year Action Plan

1/15/08: Submission of One-Year Action Plan to HUD

3/1/08: Start of 2008/09 CDBG Program Year
