The City of Evanston is receiving $1,955,566 in federal Community Development Block Grant (CDBG) funds for fiscal year 2009/10 as an entitlement community of the U.S. Department of Housing and Urban Development (HUD). Evanston uses its CDBG funds to further its community development objectives, focusing on low- and moderate-income individuals, families and neighborhoods to:
- Provide decent housing
- Provide a suitable living environment
- Expand economic opportunities
The Housing & Community Development Act Committee oversees the CDBG program and provides recommendations to the City Council on the use and appropriation of CDBG funds. Citizen involvement in the planning and use of CDBG funds is encouraged and all meetings relating to the City’s CDBG program are open to the public. Public Comment Invited
The City of Evanston is amending its 2009/10 Action Plan to allocate $120,615 of incremental funding fo rthe 2009/10 CDBG Program. The citizen comment period on the amendment to the 2009/10 CDBG funding opens on June 25 at 9AM and closes on July 24 at 4PM CDT. Comments may be submitted in writing at the Community Development Department/Planning Division office, Room 3900, Evanston Civic Center, 2100 Ridge Avenue, Evanston, Illinois, 60201; by fax at 847-448-8120; or by email at cdbg@cityofevanston.org.
The Source of the incremental funding are:
- $83,566 more in CDBG entitlement funds than estimated in the City's Action Plan, of which the City received notification on June 5, 2009
- Unallocated 2008/09 CDBG program income in the amount of $56,049
The City of Evanston's Housing & Community Development Act Committee recommends the following allocation of these incremental funds to programs and projects in teh 2009/10 CDBG program:

Summer Youth Employment $1,000
YWCA Domestic Violence Program $5,000
Adopt A Fancy Can $5,000
Neighborhood Initiatives Fund $5,000
Façade Improvement $10,000
Code Enforcement-CDBG Target Area $10,000
Alley Special Assessment Assist $15,000
Revolving Loan Fund $45,615
Total: $120,615
All funding recommendations for FY 2009/10 were derived from the City of Evanston’s priority needs as identified in its HUD 2005-2009 Consolidated Plan. These allocations are incremental to the amounts recommended for these programs or projects in the City’s 2009/10 Action Plan, which was approved by HUD on February 24, 2009. The City of Evanston’s Substantial Amendment to its 2008 Action Plan regarding the use of $523,828 in supplemental CDBG funds which the city will receive as part of the American Recovery and Reinvestment Act of 2009 was submitted to HUD on June 5, 2009. The City is awaiting its approval. Copies may also be viewed at the Planning Division office, 2100 Ridge Avenue, Room 3900, Evanston, Illinois.
2010/11 CDBG Program Application/Funding Schedule
The application period for FY 2010/11 CDBG funds will open in late July of 2009.
