Video outlines new state mandate for law enforcement officers

Recent legislation aimed at identifying patterns of bias-based policing in Illinois traffic enforcement took effect January 1, 2004.

 

Community members interested in learning about the new law and its effects on law enforcement agencies and communities can check out the video “Evanston Police Department -- Bias-Based Policing Training Video;” from the Evanston Police Department (EPD), 1454 Elmwood, or the Evanston Public Library, 1703 Orrington. The video was produced by the Evanston Community Media Center whose staff recorded one of several public presentations given by EPD personnel to community groups.

 

The new law mandates that, for every alleged violation of the Illinois Vehicle Code, Law Enforcement officers will collect data to include: name, address, gender, race, the alleged traffic violation that led to the stop, make and year of the car, date and time of the stop, the location of the traffic stop, name and badge number of the officer, and whether or not a search of the vehicle, driver or passenger was conducted. The collected data will be forwarded to the Illinois Department of Transportation (IDOT) for analysis over the next four years.

 

The Evanston Police Department believes the new legislation offers an opportunity to build community trust and enhance traffic enforcement. To stay ahead of the curve in implementing the new legislation, the Department is creating opportunities to discuss its foreseen challenges and Department philosophies with members of the community
