In May 2004, representatives from the Illinois
Association of Chiefs of Police presented Evanston Chief of Police Frank Kaminski with an award for the Evanston Police Department’s practices and philosophies in Partnership
Policing.
Throughout his nine-year career as Chief, Frank Kaminski led his department to re-establish the community-policing effort and raise it to a higher level. Chief Kaminski believes an ever more positive relationship between the community and its police department evolved due to Partnership Policing.
The award is based on the Department’s ability to meet specific criteria set by the Association and is similar to the detailed process that a Department must meet for accreditation.
The award has only been around for the last three years, and only 10 departments in the state have received this recognition.
