ZONING IMPLEMENTATION UPDATE
Ordianance text has been drafted, and the legislation will be presented to the City Council as two ordinances:
5-O-08 Central Street Zoning Implementation Text Amendments
Amending Chapters 15 and 18 of Title 6 of the City Code, the Zoning Ordinance, to Create a New Chapter 15, Section 14, "Central Street Corridor Overlay District" and Related Definitions
to update the Zoning Ordinance by adding the oCSC - Central Street Corridor Overlay District to the code and to add related definitions to the Definitions chapter.
6-O-08 Central Street Zoning Implementation Map Amendments
Amending the Zoning Map to Re-Zone Certain Properties...
to effect the base district rezoning of the 5 rezoning areas, and to assign properties to the oCSC overlay district.

The Changes from Draft B1 are as follows:
PLAN COMMISSION
Implementation of the zoning recommendations contained in the Central Street Master Plan was considered by the Plan Commission. Public comment was heard by the Plan Commission on November 14th; the case was carried over to the next meeting in December. On December 12, the Plan Commission unanimously recommended approval, with the above six changes, to the City Council.

ZONING COMMITTEE OF THE PLAN COMMISSION
On October 30, 2007, the Zoning Committee voted unanimously to recommend the zoning implementation to the full Plan Commission. A package of materials containing the proposed actions (targeted rezonings, new corridor-wide overlay district) is available on-line by clicking on the link below.

PLAN APPROVAL
Thank you for your interest and participation in the development of the Central Street Master Plan and Streetscape Design.
At the April 12, 2007 Joint Special Meeting of the Planning and Development Committee of the City Council and the Plan Commission, the Joint Committee voted to refer the final draft of the plan, upon receipt from the Lakota Group, to the Plan Commission. The meeting transcript is available here.
On June 13, 2007, the Plan Commission reviewed the final draft of the plan and heard public comment. At the conclusion of the meeting, the Plan Commission voted to recommend approval to the Planning and Development Committee of the City Council. The zoning recommendations were referred to the Zoning Committee of the Plan Commission for a public hearing on the various issues. Zoning Committee public hearings are subject to legal requirements regarding notification of affected property owners. At the conclusion of the public hearing, the Zoning Committee will make a recommendation to the Plan Commission, which will proceed through the same public comment and approval process as the final plan (Plan Commission, Planning and Development Committee, City Council).
On July 9, 2007, the Planning and Development Committee reviewed the final draft of the plan and heard public comment. The presentation by the consultants is available here. The plan was approved by the Planning and Development Committee and proceeded to City Council the same night, where it also was approved.

PLAN IMPLEMENTATION
On July 11, 2007, the Zoning Committee of the Plan Commission held an informal discussion about how to address the zoning recommendations in the approved plan, which are a crucial part of plan implementation. Following the discussion, they scheduled the public hearing for August. Zoning Committee public hearings are subject to legal requirements regarding notification of affected property owners.
