Instructions for Purchasing Real Estate Transfer Tax Stamps and Exemption Stamps: Effective April 1, 2015

**Update: The City Clerk's office will close at 1pm on Friday, July 1, 2016** 

 

In 1986, the City of Evanston enacted a Real Estate Transfer Tax (Ord. 33-O-86) on the transfer of real property. The City Clerk’s office collects the tax and issues exemptions from the tax. It is paid by the seller, unless other arrangements have been made by contract. Revenue from this tax goes into the City's General Fund.

CONTACT THE CITY CLERK'S OFFICE FIVE (5) BUSINESS DAYS PRIOR TO YOUR CLOSING DATE


When calling please provide the following information:
 

  • Closing Date

  •  Property Address

  •  PIN (Permanent Index Number)

  •  Seller's Name

  •  Buyer's Name

  •  Requestor's contact info

 

Transfer Stamp:

  • Complete City of Evanston Real Estate Transfer Tax Declaration Form (2 copies)

  • Schedule a FINAL WATER METER READING (this excludes condos and vacant land)  by calling 847-448-4311 (must be scheduled five (5) business days prior to closing date).  Final bill will be available two (2) business days prior to closing.

  •  Payment for Transfer Tax Stamp (which is $5.00 per  thousand of sale price of property)

  • Acceptable methods of payment: Credit Card, Money Order, Check, Cash. Please Note: ** THE CLERK’S OFFICE WILL ONLY ACCEPT A CASHIER OR CERTIFIED CHECK  FROM A BANKING INSTITUTION FOR PAYMENT, WHEN THE SALE PRICE OF THE PROPERTY IS ONE (1) MILLION DOLLARS OR MORE**

  •  The stamp is not issued until processing is complete. Processing time may vary, allow at least five (5) business days. All fees/fines owed to the City MUST be paid before the release of the transfer stamp.

 

Exemption Stamp:

  • Complete City of Evanston Real Estate Transfer Tax Declaration Form (2 copies)

  • Original or Copy of fully EXECUTED DEED (signed and notarized)

  • Processing fee of $100.00 payable to the “City of Evanston”

When submitting your form to purchase stamps by mail, please send the original plus one (1) additional copy of the completed first page, and include a self-addressed stamped envelope.
