Comment: Ald. requested that the policy regarding change orders be reviewed. The concern is providing a fair process to bidders when change orders are significant. Ald. requested that the quantity and value of change orders as well as the re-bidding process should be considered.

(A5) Resolution 51-R-10 Authorizing the City Manager to Enter into a Sublease Renewal of Certain Property at Green Bay Road and Central Street with Mary Lou Smith for Operation of Top of the Tracks, Inc. Coffee Shop – For Action-

(A6) Resolution 53-R-10 Requesting Certification from the Cook County Clerk in Order to Amend Title 1, Chapter 13 of the City Code, “Municipal Elections” – For Action-

Comment: Ald. clarified that the change in the code would only affect absentee voters such as those in the military and will facilitate absentee voter process.
(A7) Ordinance 52-O-10 Regarding Taxicab Regulation – For Action-
Comment: Ald. commented that there is significant concern over the enforcement of the ordinance, competition between cab companies and the individual choices of consumers. Ald. decided to make it a Special Order of Business for Action at 9/27 Council Meeting.
Action: Continue to September 27, 2010 City Council meeting.
Planning & Development
(P1) Approval of Request for an Extension of the Expiration Date of the Planned Development St 631-749 Chicago Ave– For Action-

(P2) Approval of Allocation for Family Promise Chicago North Shore, Inc Program from McKinney Emergency Shelter Gran– For Action-

(P3) Request to Approve Redevelopment Agreement for Neighborhood Stabilization Program 2 and Program Update– For Action-
Action: Pass
Comment: In response to public comment, Ald. expressed the need to hold a public input meeting about the redevelopment of the properties. Citizens requested that additional public input from the community be considered because the West Side Plan did not incorporate enough public input.
(P4) Ordinance 68-O-10 Granting a Major Variation Relating to Building Height to Permit Construction of a Multi-Family Residence Located at 910 Hinman Ave – For Introduction-
Action: Approved with amendment to be incorporated on 9/27 for action.
Comment: Ald. stated that the developer requested an additional amount above the ZBA recommendation. Ald. expressed that this is a welcome new development is an area currently boarded up and recommended the additional height be approved.
Human Services
(H1) Township of Evanston Monthly Bills
Action: Pass
(H2) Ordinance 51-O-10, Amending Title 9, Chapter 6 of the City Code to create the Community Accountability Truancy Program – For Introduction-
Action: None
Comment: Ald. returned the ordinance back to the committee.
(H3) Ordinance 64-O-10 Amending Title 8 of the City Code to add Chapter 26, “Mobile Food Vehicle Vendors” – For Action-
Action: Passes 8-1 with signage amendment (8-1)
Comment: Ald. proposed an amendment to exempt certain streets from the ordinance. The amendment is a result of concern from local businesses about the viability of their businesses in competition with food trucks. Ald. voted against the exemption of certain street (8-1) because of concern over not applying the ordinance to all of Evanston equally.
(H4) Ordinance 23-O-10 Amending Various Sections of Title 9, “Public Safety,” Chapter 4, “Dogs, Cats, Animals, and Fowl,” of the City Code- For Action -
Action: Held for action on 9/27
Comment: Ald. moved to hold until several clarifications and changes to the ordinance are included. These are adding that the license is issued per coup and not per hen, changing the requirement for neighbor consent to neighbor notice, and limiting the number of licenses in the ordinance city-wide.
