Substantial Amendment to 2011 Action Plan & 2012 CDBG Application Process

The City of Evanston seeks public input on the Substantial Amendment to its 2011 Action Plan. The Housing & Community Development Act Committee will hold a Public Hearing on Tuesday, July 19 at 7:30 p.m. at the Lorraine H. Morton Civic Center, 2100 Ridge Avenue, Room 2404 to receive public comment on the Substantial Amendment to the 2011 Action Plan. All interested persons are encouraged to attend.

The 30-day public comment period for the Substantial Amendment to the city’s 2011 Action Plan opens today and closes on July 29, 2011 at 4 p.m. CDT. Comments may be submitted in person at the Housing & Community Development Act Committee meeting on July 19 or in written form to Sarah Flax, City of Evanston Planning & Zoning Division, 2100 Ridge Ave, Room 3102, Evanston, IL 60201 or by fax to 847/448-8120 or email to cdbg@cityofevanston.org.  

The following changes comprise the Substantial Amendment to the Action Plan:

• Postponement of funding for the Church-Dodge Corridor Reconstruction Project in the amount of $62,500
• Transfer of $100,000 from Alley Paving program to the Block Curb and Sidewalk Program

Because capital improvement funds that will be combined with the Community Development Block Grant (CDBG) for the Church-Dodge Corridor Reconstruction Project are not available in 2011, this project is deferred until such time as required funding is secured. The delay in receiving 2011 CDBG funds impacts the construction timing of the Alley Paving program, so funds allocated for this purpose are being combined with Block Curb and Sidewalk funds in 2011 to complete sidewalk improvements planned for the two-year period.

In addition, reductions were made to seventeen CDBG allocations for programs and projects in the categories of Administration and Public Services. These reductions were necessitated because the city’s 2011 CDBG grant is $1,753,386, a reduction of $341,794 from the estimated grant used for the 2011 Action Plan. A total of $2,046,985 in CDBG funding is available for 2011 activities, including the city’s 2011 entitlement grant of $1,753,386, 2010/11 program income of $147,113 and unspent funds from prior years of $146,486. Applying for 2012 CDBG Funding and Applicant Information Meeting
The City of Evanston is accepting applications for the 2012 CDBG fiscal year, which runs from January 1 – December 31, 2012. Applications may be downloaded from the city’s website here>>>. Applications are due at the Planning & Zoning Office, Room 3900, Lorraine H. Morton Civic Center, 2100 Ridge Avenue, Evanston, IL 60201 by Friday, August 12 at 4 p.m. CDT. Late applications will not be accepted.

The city is holding a meeting on Wednesday, July 6, 2011 at 10 a.m. in Room 2404 at the Lorraine H. Morton Civic Center, 2100 Ridge Avenue in Evanston for organizations interested in applying for CDBG funding for fiscal year 2012 (note fiscal year change to January 1 - December 31, 2012). Organizations considering applying for the first time are especially encouraged to attend. Topics will include:
• Eligibility for Funding
• Priorities of the 2010-2014 Consolidated Plan, including Neighborhood Revitalization Strategy Areas
• Reporting and Compliance
