Council Moves to Place Community Choice Aggregation on March Ballot

At the Evanston City Council meeting on Tuesday, November 30, 2011, the City Council passed Ordinance 103-O-11 approving the submission of a binding referendum question for the March Primary General election about Community Choice Aggregation. This year, 19 other communities across Chicago land have implemented Community Choice Aggregation and saved their residential and small commercial retail customers on average 25% on the supply side of their electricity bill.

Community Choice Aggregation (CCA) is an opt-out program that allows local governments the option to bundle together, or aggregate, residential and small commercial retail electric accounts and seek bids for a cheaper, and possibly cleaner, source of power. Following the approval of a binding referendum, the city would conduct a competitive proposal process to request bids from alternate retail electricity suppliers. If one or more proposals offers savings to Evanston residential and small commercial retail accounts, the City could chose one supplier and enter into an agreement to provide electricity at a rate lower than offered by ComEd to supply electricity.
