Evanston Police & Parole Agents Conduct Compliance Checks

Evanston Police today worked in partnership with parole agents from the Illinois Department of Corrections and conducted a parole compliance check of parolees residing in Evanston.

This operation has been previously conducted with success between the partnering agencies to ensure that convicted felons released from the penitentiary are complying with the law and the rules set forth upon a parolee after being released from prison. This operation is performed to enhance community safety within Evanston.

Today, thirty-two parolees were contacted by the Illinois Department of Corrections along with Evanston Police Officers accompanying the agents. As a result, three parolees were charged with the listed offenses in this media release and their parole status was violated. Criminally charging parolees during this operation involves the Illinois Department of Corrections to immediately issue a parole violation arrest warrant. The parolee will then appear in bond court on the new criminal charges listed and the individuals are then remanded to the Cook County Department of Corrections. The parolee is then returned back to the custody of the Illinois Department of Corrections Penitentiary system.

Two other individuals not on parole were arrested and charged with misdemeanor offenses as a result of the parole compliance checks at their residences’ they shared with parolees.

The following individuals were arrested and charged with the listed offenses:

Chavez Jones M/B/24 – On parole for Possession of a Controlled Substance
2111 Crawford Ave.
Evanston, IL

Two handguns with ammunition, approximately 15 grams of cocaine, a digital scale and a small amount of cannabis were recovered from Jones’ residence. One handgun had the serial number scratched off the weapon. Jones was taken into custody and his parole violated in addition to the below listed charges.

Unlawful Use of Weapon with an Obliterated Serial Number – Class 2 Felony
Unlawful Use of Weapon by a Convicted Felon – Two Counts – Class 2 Felony
Possession of a Controlled Substance with Intent to Deliver – Class X Felony
Possession of Cannabis – Class B Misdemeanor
Possession of Firearm and/or Ammunition without a Valid–Firearm Owners Identification Card (3) Counts – Class A Misdemeanors

Randall E. Lauture M/B/28 – On parole for Aggravated Discharge of a Firearm
928 Dodge Ave.
Evanston, IL

Approximately 69 grams of cannabis, 11 grams of hashish along with digital scales and plastic bags were recovered from Lauture’s residence during the parole agents’ check of the residence. Lauture was taken into custody and his parole violated with the below additional new charges.

Criminal Charges:

Unlawful Possession of Cannabis – (2) Counts - Class 4 Felonies
Unlawful Possession of Cannabis with Intent to Deliver – (2) Counts – Class 3 & 4 Felony

Doll Hayes Jr. M/B/50 – On Parole for Retail Theft
142 Callan Ave.
Evanston, IL

Upon parole agents conducting a compliance check, Hayes physically resisted a parole agent attempting to conduct his duties. Hayes also attempted to conceal his identity to the parole agent. As a result, Hayes was taken into custody for resisting a peace officer and a parole warrant was issued. Hayes was charged with below listed charge and his parole was violated.

Parole Agents and Evanston Police personnel checking addresses for designated parolees in the 1500 block of Darrow Ave. allowed for the recovery of two shotguns and the recovery of two marijuana plants in the 700 block of Dobson Ave. The recovery of those items caused the following arrests and charges listed below:
