Wheel Tax (formerly Vehicle Sticker)

City of Evanston Code 10-8-1 requires all vehicles registered to an Evanston address to pay an annual wheel tax.

Every resident, business, firm or corporation must pay an annual wheel tax for each vehicle registered with the Illinois Secretary of State, to an address within the corporate limits of the City of Evanston (see the City Code).

In 2014, the City of Evanston’s vehicle registration system went "stickerless," which means vehicles are no longer required to affix the traditional vehicle sticker to the vehicle’s windshield to serve as a receipt. Compliance is checked by the License Plate Recognition (LPR) technology, which stores the license plates of all vehicles registered to an Evanston address.

2015 Wheel Tax

If your plates are registered with the Illinois Secretary of State on or after July 1st, 2015, you will pay only 50% of the applicable fee when applying for a 2015 wheel tax. ($37.50 rather than $75.)

This applies to all new applicants, those who have not recieved a renewal document in the mail, and/or those who need to make corrections to a renewal form recieved in the mail.

Combo applications can now be processed online here. You may need to attach a copy of the current State registration and proof of address to the application if you are not using a preprinted form or if there is a change to the vehicle information.

Please note that if a resident is paying a wheel tax plus purchasing a residential parking permit (combo sticker), they can either purchase them via mail or in person at the City Collector’s in the Civic Center (listed above).

The ticket associated with not paying your wheel tax is $55 plus a $20 additional penalty if not paid within 10 days.

Senior Citizen Discount - Evanston Benefit Card

Seniors fulfilling certain requirements are eligible for a 50% discount on one wheel tax per household by obtaining an Evanston Benefit Card. More information about the wheel tax senior discount is available here. If applying for a senior discount you cannot apply online.

Disabled Veteran and Active-Duty Military Personnel

In 2013, Evanston’s City Council amended the City Code so any disabled veteran or an active-duty service member of the U.S. Armed Forces who makes application for a wheel tax license for a motor vehicle that he/she owns shall not be required to pay the usual fee for one such wheel tax license.

Transferring a Wheel Tax

If you replace a car at any time during the year, a transfer of your annual wheel tax  must be made by application to the City Collector, located on the first floor of 2100 Ridge Ave. A wheel tax is not transferable from one person to another. A copy of the new vehicle registration must be presented for a transfer. A wheel tax transfer cannot be processed online.

How Will This Work in Resident Only Districts?

Staff will create a database listing all vehicles that have complied with the 2015 Wheel Tax. The information will be loaded into the License Plate Recognition software so Parking Enforcement Staff will be able to check the EVS (Evanston resident only) areas for compliance. 

If a vehicle is identified as not in compliance, staff will double-check by examining the vehicle for a current visitor pass or the actual EVS sticker that is issued for vehicles registered elsewhere but whose owner is renting or is otherwise eligible for the sticker. If there is no current visitor pass or EVS sticker, a citation for being in violation will then be issued.

Parking Enforcement staff works Monday-Saturday from 7:00am to 10:00pm and one officer works Monday-Friday from 3:30am to Noon with the understanding that they must check the areas for compliance at least once during their shift.
