The City engages in a number of strategies to maintain and enhance a wide range of housing choices for both renters and buyers. A number of programs are designed to promote housing that is affordable for low, moderate and middle income households. Using federal and local funds, the City has provided financing for acquisition, new construction and rehabilitation of rental and owner-occupied housing.

Foreclosure Prevention Counseling

The City of Evanston and the Interfaith Housing Center of the Northern Suburbs have joined forces to expand one-on-one foreclosure prevention counseling and education to Evanston residents.

Downpayment Assistance Program

Evanston’s Downpayment Assistance Program offers a forgivable loan to income eligible first time buyers for downpayment and or closing cost assistance of a home in Evanston. The loans are available through participating lenders who provide purchase mortgage financing. The City’s funds are provided at closing.

Housing Commission

The Housing Commission provides for the planning, expansion, maintenance, conservation, and rehabilitation of Evanston's housing stock and to be responsive to needs for change in housing-related matters to the end of maintaining a diverse residential environment and to conserve property values within the community.
