RULES COMMITTEE of the PLAN COMMISSION

 

The Rules Committee of the Plan Commission invites all citizens to attend the next meeting which is scheduled for Tuesday, November 18, 2008 at 7pm in Room 2404 of the Civic Center. The agenda is available online here.

 

 

OVERVIEW OF THE RULES COMMITTEE of the PLAN COMMISSION

The purpose of the Plan Commission is to make recommendations to the Planning and Development Committee on planned development proposals and to formulate basic policies for a Comprehensive Plan, initiate studies concerning present and future development and redevelopment of the City, prepare recommendations for the annual revision of the Capital Improvement Program, and prepare an annual report on the adequacy of the Comprehensive Plan, the Zoning Ordinance, and the Capital Improvement Plan as instruments of long-term development policy (77-0-62; 13-0-77). The Plan Commission is comprised of nine voting members appointed by Mayor and non-voting associate members appointed by Plan Commission.  All members are Evanston residents. 

 

Article VII of the current rules states that the Plan Commission may establish committees and subcommittees as it deems appropriate, and each member and associate member shall, at a minimum, serve on one committee per year.  The Zoning Committee and Neighborhood Committee are current standing committees of the Plan Commission.  Historically, the Plan Commission also has formed ad hoc committees comprised of Plan Commission members that meet on an as-needed basis.  Currently, the Rules Committee is an ad hoc committee with the purpose of reviewing the Plan Commission rules.  Other recent ad hoc committees include the Downtown Plan Committee. 

 

The current Rules Committee is comprised of Plan Commission members Coleen Burrus (chair), Seth Freeman, Robin Schuldenfrei, and Charles Staley.  The committee met for the first time on April 1, 2008 and held a roundtable discussion with citizens on May 22, 2008.  The purpose was to gather input from citizens regarding Plan Commission procedures.  The following questions were discussed: 

  • What ideas do you have for streamlining and improving predictability at Plan Commission meetings? How can the meetings be more effective and efficient to facilitate citizen input?
  •  

  • If time limits are instituted on public comments, how much time should be allotted per person and per group? Also, how much over all time should be scheduled for citizen comment? (i.e. 2 hours per meeting or 4 hours per proposal/plan, etc).
  •  

  • What types of educational information would be helpful for citizens both prior to the public hearing and distributed at the public hearing?
  •  

  • Other ideas/suggestions?

Following up on the May 22 meeting, the Rules Committee offered an online survey to gain additional input from citizens.  All submissions will be reviewed by the Rules Committee, which will then make recommendations to the full Plan Commission.
