Public Facilities Improvements
Application for Community Development Block Grant (CDBG) Funding
The 2023/2024 application for Community Development Block Grant (CDBG) funding for Public Facilities Improvement projects is currently closed. Applications have been accepted for the construction, reconstruction, rehabilitation (including accessibility improvements) of facilities that serve primarily low and moderate income community members, owned by a nonprofit agency and open to the general public. Projects must follow Davis-Bacon requirements, including payment of prevailing wages and submission of certified payroll.

The application process is closed.
To complete the full application you will need to provide:
- a letter of intent (due 9/21/2023)
- a scope of work
- preliminary budget
- quotes or other pricing information used to develop project budget
- most recent audited financial statements
- Form 990, Federal 501(c)(3)
- Non-discrimination and Equal Employment Opportunity policies, and affirmative action plan
- if applicable: federal single audit
As an applicant for federal funding, you should be able to demonstrate your ability to meet the procurement, reporting, and other federal requirements associated with CDBG funds.

Application components include:
- letter of Intent,
- application questions detailing description of project & eligibility,
- project budget,
- submission of financial disclosure documents
- Description of project
- Quotes or other pricing information used to develop project budget
- Method of determining eligibility of population served (see Projects and Eligibility section below)
- Unique Entity Identification (UEI) number
- Audited financial statement and Form 990 for the most completed recent fiscal year.
Projects that are "shovel ready" to begin in 2024 will receive priority consideration for funding. A shovel ready project:
- does not require zoning changes or already has zoning approval,
- has renderings/plans if applicable
- would be ready to go through permitting
- has a budget based on contractor estimates that include Davis-Bacon wage requirements
- has a clear financing plan for the total amount required to complete the project
Projects that align with Evanston's Green Building Ordinance and support Evanston's Climate Action Plan (ECAP) goals of increased energy efficiency may be prioritized, including projects that improve energy efficiency or reduce the use of materials that aren't sustainably produced.
- facility is owned by a nonprofit agency and open to the general public
- facility provides services to participants 51% of which qualify as low/moderate income (<80% AMI)
- project is defined as "shovel ready"
- applicant is able to meet the funding and reporting requirements associated with CDBG
To determine if households qualify as low/moderate income, please refer to the chart below for maximum (80% AMI) income limits. Households over income do not qualify.
