Commercial Waste Services
Current Agreement:
The exclusive hauler for the City’s commercial waste franchise is Lakeshore Recycling Services (LRS). Lakeshore’s agreement is an initial five-year agreement starting on November 1, 2022, and ending on October 31, 2027. There are two optional extensions the City can exercise for three years each.
Eligible Businesses:
Under the City’s franchise agreement, the exclusive hauler for the franchise provides the collection, transportation, and disposal of material collected from:
- Commercial Properties
- Businesses
- Industrial Properties
- Institutional Properties
- Multi-family (six units or greater) Properties

Why Establish a Solid Waste Franchise?
An exclusive solid waste franchise for commercial, business, institutional, and multifamily residential buildings benefits both the City of Evanston and customers. The City established its solid waste franchise on August 11, 2008 and most recently amended it on February 9, 2022. The benefits of having an exclusive solid waste franchise are:

Stabilize yearly cost increases for users

Enforcement of public safety and health laws is greatly enhanced by having a single contractor

Minimize and more effectively control the flow of heavy equipment on City alleys and streets through the efficient routing of collection vehicles
- Reduction in heavy equipment traffic will lead to lower greenhouse gas emissions from vehicle exhaust
