Application period for 2018 now closed

 2018 CDBG Public Services & Mental Health Board Application

Agencies may apply for Community Development Block Grant - Public Services (CDBG-PS) and/or Mental Health Board funds online for FY 2018, January 1 through December 31, using this single application. City programs may apply for CDBG awards only. Funds are allocated annually by the Housing & Community Development Act Committee (HCDA) and the Mental Health Board (MHB) for programs and services that address the needs of Evanston’s at-risk residents, primarily lower income individuals and families. The CDBG Public Facilities & Improvements Application is a separate application (see below).  All applications will open on Monday, July 10, 2017.

External Applicants for funding must:

  • Attend one mandatory pre-application meeting either Thursday, July 13, 2017 at 4:00 PM, or Tuesday, July 18, 2017 at 9:30 AM. Both will be held at the Lorraine H. Morton Civic Center in room 2404
  • Complete a Letter of Intent in ZoomGrants by Tuesday, August 1, 2017 at 4:00 PM
  • Complete a full application in ZoomGrants by 4:00 pm on Friday, August 18, 2017

Eligibility for funding, funding priorities in 2018, use of ZoomGrants, and reporting requirements will be covered at the pre-application meetings.  

External organizations that do not have a representative in attendance at the appropriate pre-application meeting will not be considered; attendance will be recorded. 

Applications will be reviewed by the HCDA and/or MHB at public meetings in September 2017. Applicants will be notified of the date their application will be reviewed on or about August 7. A joint meeting of the HCDA and MHB is currently scheduled for Tuesday, September 12, 2017. 

CDBG funding recommendations will be made by HCDA at a public meeting currently scheduled for September 26 at 7PM in City Council Chambers. All agencies applying for CDBG funds are expected to attend.

MHB funding recommendations will be made by the Mental Health Board at a public meeting currently scheduled for October 12 at 7PM in room 2402. All agencies applying for MHB funds are expected to attend.

CDBG funding recommendations will be included in the City's 2018 Action Plan, a draft of which will be published for the 30-day public comment period on or about October 16, 2017. The draft Action Plan will be reviewed and approved by the Housing & Community Development Act Committee at its meeting on November 14, 2017. The Action Plan will be submitted to City Council for approval following receipt of 2018 grant amounts from HUD. MHB funding recommendations will be reviewed and approved by the City's Human Services Committee and City Council as part of the 2018 budget process; dates and times will be provided when they have been established.

CDBG Public Facilities & Improvements Application

The HCDA is accepting applications for 2018 Community Development Block Grant funds for Public Facilities & Improvements (CDBG-PF) projects through ZoomGrants. CDBG funds are allocated annually for capital improvement projects that serve primarily income-eligible individuals and families.

Public Facilities & Improvements applications will be accepted from nonprofit entities and City of Evanston departments for the construction, reconstruction, rehabilitation (including removal of architectural barriers to accessibility), or installation of public improvements or facilities that serve primarily low and moderate income residents and are either publicly owned or owned by a nonprofit and operated so as to be open to the general public.

External applicants for funding must:

  • Attend one mandatory pre-application meeting either Tuesday, July 11, 2017, at 4:00 PM, or Thursday, July 20, 2017, at 9:30 AM. Both meetings will take place at the Lorraine H. Morton Civic Center in room 2404
  • Complete a Letter of intent in ZoomGrants by Tuesday, August 1, 2017 at 4:00 PM
  • Complete a full application in ZoomGrants by Friday, August 18, 2017 at 4:00 PM

Housing Programs

CDBG applications for housing programs will be accepted from City of Evanston departments only. The City of Evanston is not accepting applications for CDBG funds for housing programs or projects from non-profits or developers. However, home owners or rental property owners may be eligible for assistance through the City of Evanston Housing Rehabilitation Program, which provides financial assistance in the form of below-market rate loans for the purpose of improving the quality of Evanston's housing stock. These loans are available to approved income-eligible owner-occupants and owners of residential investment properties that are occupied primarily by income eligible households.
