Investigatory Street Stops are contacts that are made with the public where the officer has reasonable suspicion that the person is committing, is about to commit, or has committed a crime.  The contact should only last as long as necessary to determine if probable cause to arrest exists.  Additionally, if the sworn member has reasonable suspicion to believe that the person stopped is armed with a weapon or dangerous instrument, the investigatory street stop may include a pat-down of clothing for weapons.  Officers who conduct an investigatory street stop are required to complete a field contact card.

Reasonable suspicion is a standard established by the Supreme Court of the United States, when it ruled in a decision that a police officer should be allowed to stop and briefly detain a person if, based on the officers training and experience, there is an articulable reason to believe the individual is engaged in criminal activity.  Reasonable suspicion is a lesser standard than probable cause and is evaluated using the reasonable person standard, as well as the totality of the circumstances known at the time and can result from a combination of particular facts, even if each is individually innocuous.  

For comparison purposes, included with the information on investigative street stops is the statistical information relative to suspects in crimes for the same period.  This suspect information was captured from incident reports where the complainant provided a suspect description.  Although it is not the only consideration, the Evanston Police Department believes that this suspect information is important in evaluating that officers are using the tool of investigatory street stops in the proper manner.
