The City of Evanston is committed to a policy of transparency in its budget process and financial information.  

Budget

The annual budget is a policy document, which sets the financial course for the City of Evanston and defines the service priorities provided to the community. All reports, documents, & videos relating to the budget and the budget process are located on the budget web page.  Budget documents dating back to 2003/04 are available online. 

Credit Ratings Reports

As a part of the issuance of General Obligation Bonds, the City of Evanston’s credit rating is re-examined by recognized ratings agencies. The City is evaluated by Moody’s and Fitch Ratings agencies. Prior to the issuance of new bonds, these agencies evaluate the issuer’s financial condition through a review of all published financial reports (audits and budgets) and through an interview of city management staff. The City of Evanston received ratings of Aa2 and AA+ from Moody's and Fitch, respectively, for the 2018 A, B, C, and D series bonds.

General Obligation bond information is provided below:

As a home rule municipality, the City is authorized to issue tax-exempt bonds on behalf of certain non-governmental organizations for the purpose of financing certain manufacturing projects, health care facilities, educational facilities and certain other qualified projects.  The issuance of tax-exempt bonds can achieve cost savings for such organizations versus obtaining a taxable loan.

Tax-exempt bonds are often structured similarly to a term loan or mortgage, and the interest rates vary based on the borrower’s financial situation, credit enhancements, method of sale of bonds and the current market.

As a conduit issuer, the City assumes no liability for the bonds or the payment of debt service thereon and the credit of the borrower determines the lender’s willingness to undertake the loan as well as the interest rates charged. 

The City’s lack of liability is generally established in the contract or related financial documents. If you have a project for which your lender wants to explore tax-exempt financing, please contact the City staff.

Comprehensive Annual Financial Reports

The Comprehensive Annual Financial Report (CAFR) is prepared by the City's Finance Division in accordance with the financial reporting principles and standards set forth by the Governmental Accounting Standards Board (GASB). Responsibility for both the accuracy of the data and the completeness and fairness of the presentation, including all disclosures, rests with the City. City management has established a comprehensive internal control framework that is designed to both protect the government's assets from loss, theft, or misuse and to compile sufficient, reliable information for the preparation of these financial statements in conformity with generally accepted accounting principles (GAAP).

Single Audits

Th City is required to undergo an annual single audit in conformity with the provisions of the Single Audit Act of 1984 as amended and U.S. Office of Management and Budget Circular A-133.  The information related to this single audit, including the schedule of federal financial assistance, findings and recommendations, and auditors' reports on the internal control structure and compliance with applicable laws and regulations, is presented in the reports below.
