Approximately 80% of the ~750 full-time City of Evanston employees are union employees.  The union employees' titles, pay grades, and pay rates are included in their respective union contracts listed below.

The Mayor of Evanston receives an annual salary of $25,317 and each Alderman receives a salary of $15,990. The Mayor and each Alderman are eligible to receive health care benefits for the same cost as non-union represented employees. The Mayor has accepted less salary than established by resolution. The Evanston City Clerk is an elected full-time position. The salary of the City Clerk is $64,120. 

The Mayor and City Council do not receive retirement benefits from the Illinois Municipal Retirement Fund (IMRF). The City Clerk can opt into IMRF participation.

Note: Evanston's Mayor and Aldermen are part-time employees.

Benefits

All full-time employees are able to enroll in the City’s health, dental, life, and vision plans. Plan eligibility and employee contributions are determined by individual collective bargaining agreements. The City provides an annual $1,800 incentive to employees who opt-out of the City’s health insurance coverage. Full-time employees who retire with an immediate pension from the City are eligible to continue their health insurance for life at 100% of the premium cost. 2018 Benefit Summary

All permanent employees receive sick and vacation accruals based on collective bargaining agreements, City policy, work schedule, and years of employment. Certain employee groups are also eligible for 4-5 floating holidays per calendar year based on the City’s holiday schedule. Please refer to the collective bargaining agreements for more information.

The City of Evanston participates in three pension funds: the Police Pension Fund, the Fire Pension Fund, and the Illinois Municipal Retirement Fund.

Sworn members of the Evanston Police Department participate in the Police Pension Fund. For retirement eligibility, employees must have at least 20 years of service and be at least 50 years old. For more information regarding the Police Pension Fund, please contact Tim Schoolmaster.

Sworn members of the Evanston Fire Department participate in the Fire Pension Fund. For retirement eligibility, employees must have at least 20 years of service and must be at least 50 years old. For more information regarding the Fire Pension Fund, please contact Deron Daugherty.

Permanent employees who work more than 1,000 hours per year and are not sworn members of the Police and Fire Departments participate in the Illinois Municipal Retirement Fund (IMRF). To be eligible for retirement, IMRF participants must have 8 years of service and be at least 55 years old. Beginning January 1, 2011, employees newly enrolled with IMRF must complete 10 years of service and be 62 years old to be eligible for retirement. Intergovernmental Personnel Benefit Cooperative

The City of Evanston joined the Intergovernmental Personnel Benefit Cooperative (IPBC) on December 1, 2009. This health/dental insurance cooperative allows the City to self-insure its benefits programs with the most efficient and flexible methods available. A description of the IPBC is provided below:
