Private-Side Lead Service Line Replacement Incentive Pilot Program

Overview

Homeowners may choose to proactively replace their lead service line through the Homeowner-Initiated Program as part of the Incentive Pilot Program.

As part of the Homeowner-Initiated Program, the City coordinates with your private plumber to replace both the public and private side portions of the lead service line at the same time. The City will install a new water service line from the water main to the b-box (shutoff valve) in the parkway. Your plumber will then have two days to complete the private side installation, which runs from the b-box to your house.

During the replacement process, your home will continue to be served by the existing water line. City staff and your plumber will work to minimize any water service interruptions. Once the new line is installed, the City will disconnect the old line and complete restoration of the street and parkway.

The City of Evanston has launched a limited Incentive Pilot Program to encourage homeowners to voluntarily replace private-side lead service lines.

This program supports Evanston’s broader effort to remove lead service lines citywide and comply with state and federal regulations, including the Lead and Copper Rule Improvements.

What the Program Offers

Eligible homeowners may receive:

  •  $2,500 reimbursement for replacing their private-side lead service line
  •  Waived City permit fees (approximately $450 value)
  •  Faster scheduling through private contractors

Who is Eligible

You may qualify if:

  • Your property has a lead or galvanized service line
  • You are replacing:
    • The private-side only (if public side is already copper), OR
    • The entire service line (public + private, coordinated with the City)
  • Work is completed by a licensed plumber or contractor
  • All required permits and inspections are completed

How the Program Works

  1. Contact Water Production Bureau at 847-448-8220
  2. Apply to the program (limited to 50 participants)
  3. Hire a licensed contractor
  4. Obtain City permits- LSLR permit (fees waived)
  5. Complete the replacement work
  6. Pass City inspection and close permit
  7. Submit documentation for reimbursement
  8. Receive $2,500 payment
