Councilmember Iles hosted a meeting on October 15th to allow neighbors to meet the general contractor, ask questions, and discuss the project schedule.   The overall project is scheduled to take 16 months, with a planned completion in January 2027


Activities on the site over the next two to three weeks will include:

  1. utility connections
  2. interim traffic control measures being placed in the street
  3. raze vacant townhomes (early November)

The South Boulevard Shores development includes a total of 60 units.  As summarized in the table below, there is planned 30 one-bedroom units, 12 two-bedroom units, and 18 three-bedroom units.  Each unit type is further summarized by income level limits.  Twenty-one (21) units will be available to households earning 30%  of Area Median Income, 17 units to household earning 60%, and 22 units for households earning 80%.    The second table summarizes a sample of occupations earning the maximum income levels.

The property sale is scheduled to occur at the end of March 2024 or early April.   Construction would begin late spring / early summer 2024. 

February 1, 2024

The City issued termination notices to Lot 1 parking permit holders effective February 29, 2024.   Permit holders were encouraged to find alternative parking including putting name on other parking lot waiting lists.  Commercial vehicle, boats, and RV's will not be permitted at other city-owned parking lots and will be required to be relocated to private storage elsewhere. The notice read as follows: 

Dear Lot 1 Permit Holder:

The City wishes to announce that Lot 1 located on South Blvd and Hinman Avenue has been sold. This location combined with the adjacent Housing Authority of Cook County property will be redeveloped as "South Boulevard Shores", a new 60 unit affordable housing building. 

As a result, the City of Evanston will cease renewing parking permits in Lot 1 effective immediately. Your permit will remain active until 11:59 PM on February 29, 2024. Parking at this lot will no longer be available after February 29, 2024. Violators Will Be Towed Away At Vehicle Owner's Expense by the New Property Owner.

ATTENTION: The City of Evanston will no longer be offering permit parking in city owned parking lots for commercial trucks, RVs, boats or similar vehicles.

January 22, 2024

The City Council approved Ordinance 12-O-24 authorizing the sale of Lot 1 (504 South Boulevard) on January 22, 2024.   Also on January 22, 2024, the Council approved Resolution 4-R-24 approving a plat of subdivision vacating the east 10' of Hinman and the west 33' feet of Hinman, south of South Boulevard.  The vacated plats have been filed with the Recorder of Deeds.   The vacated property automatically transfers to the adjacent property owners.  Below are links to the ordinance, resolution, and two plats of survey/vacation.

Councilmember Wynne hosted a Lot 1 / 504-14 South Boulevard community meeting at the Lorraine H. Morton Civic Center at 7PM on August 31, 2023 and concurrently on Zoom.  Approximately 50 people attended in person and a similar number attended "virtually."

Land Use Commission Meeting Update

PIRHL has submitted 9% LIHTC application to Illinois Housing Development Authority (IHDA) on February 16, 2023.   PIRHL will continue to work on the zoning application while IHDA reviews the application.  IHDA will likely make announce recipients of tax credits in early June 2023. 

January 26, 2023

The soil borings are complete.  The City Code does not require a permit for soil borings or environmental testing.   Work has not started on the development.  We are in the due diligence / planning phase of the project.   The public zoning process will begin soon with proper notices.  Please stay tuned by signing up for your 3rd Ward newsletter and review agendas posted on Land Use Commission and  City Council websites.

PIRHL will be scheduling soil borings soon.  Soil borings, also known as geotechnical boring, is a technique developers use to determine the soil composition for foundation planning.  This  IS NOT the start of construction.  This is a function of the due diligence PIRHL is conducting to estimate project costs and construction approach.   

December 15, 2022

The selected developer, PIRHL,  reports they are continuing on their funding approval path with the State of Illinois.  PIRHL plans to submit their zoning application in mid to late January 2023.  This will continue the public process and provide several opportunities for community member input.   Please pay close attention to upcoming public meeting agendas including Evanston Land Use Commission , Planning & Development Committee, and the City Council.   The meeting schedule will be determined based on the date PIRHL submits their zoning application. We will post that meeting schedule on this website.

 Virtual Joint 3rd & 9th Ward Meeting: South/Hinman Development Update 

Councilmembers Wynne and Geracaris held a virtual joint 3rd & 9th Ward meeting on Wed., Oct. 19, along with the Housing Authority of Cook County (HACC), to discuss the status of the proposed mixed-income housing development process for the City-owned parking lot and properties at South Boulevard and Hinman Avenue. Representatives from PIRHL (the selected developer), along with City and HACC staff, answered project-specific questions, outlined the future zoning and permit processes, and laid out future opportunities to provide feedback. This was the first of several opportunities for community input.

September 26, 2022 

 The joint 3rd/9th Ward meeting scheduled for September 21, 2022  will be rescheduled for mid to late October.  

The selected developer, PIRHL,  continues to conduct property due diligence, negotiate purchasing terms, arranging financing, and designing the proposed mixed income residential building for the parking lot and Housing Authority of Cook County townhomes sites.   

The City's required process for development approval, after the ward meeting includes:

  1. zoning analysis,
  2. Design and Project Review (DAPR),
  3. Land Use Commission,
  4. Planning & Development Committee,
  5. City Council.   

DAPR may require several meetings, Land Use Commission may take two meetings.    Each meeting has public input opportunities.

March 1, 2022 

The Evanston City Council approved 18-R-22  directing staff to initiate the first step in the Planned Development process and accepting the RFP review committee's recommendation to proceed with PIRHL development.  The link to the city council packet summarizing the concept is:

504-514 South Boulevard Bid Requirements

The City of Evanston (“the City”) in collaboration with the Housing Authority of Cook County (HACC) is seeking proposals from qualified developers for the redevelopment of 504-514 South Boulevard (“the Site”) in Evanston, IL. The Site is located in close proximity to amenities, transit, and employment opportunities. The Chicago Transit Authority (CTA) Purple Line station is approximately 400 feet west. Lake Michigan and South Boulevard Beach are approximately ½ mile east of the Site. The Main and Chicago business district is ½ mile north, while downtown Evanston is 1.5 miles north. One of Evanston’s largest employers, AMITA Health Saint Francis Hospital is a ten-minute walk west. Northwestern University is 1.5 miles north. Northshore University HealthSystem corporate headquarters and Evanston Hospital are three miles north and a short Purple Line trip away. This southeast Evanston neighborhood has an engaged and socio-economically diverse population that is committed to the local public school.

A successful proposal will be a mixed income residential development with units affordable to a wide range of households at various tiers including market rate and 30% to 100% of Area Median Income (AMI). Proposals must include the provision of family-sized units (e.g. three-bedrooms) and consider amenity spaces such as community rooms, computer rooms, or/and children’s play room, as permissible. The project design must fit within the neighborhood context in terms of height, massing, and materials. The Site is currently zoned R4. The project will be a Planned Development which provides some flexibility. However, no proposal will be accepted that exceeds the C1a or R5 zoning limits established in the City Code. The new development must include 20 permit parking spaces, equal to the average number of permits issued for the existing parking lot, to limit parking impact in the neighborhood.

Proposal should include: 

  • How the developer will redevelop the property, including site plans of the proposed redevelopment
  • renderings of the proposed concept
  • letters of commitment from proposed capital sources
  • proposed acquisition price.

The City and HACC are open to considering donation of the site for the purposes of leveraging Illinois Affordable Housing Tax Credits. Significant public benefit in the form of family units affordable to households with incomes below the area median will be required for this. 

A successful proposal will demonstrate how the development will meet the goals outlined in the City’s Climate Action and Resilience Plan (CARP). The primary focus will be to design a property with net-zero greenhouse gas emissions and will also include improved waste diversion services and electric vehicle charging access, and ecologically beneficial landscaping.
